Combine lavender flowers with sugar and 1/2 cup water. Simmer until sugar dissolves, then steep 30 minutes.
Strain the flowers from the simple syrup.
Combine simple syrup and fresh lemon juice in a pitcher.
Add water, then stir to combine.
Chill for 3-4 hours. Or to serve immediately, add ice.
